LOCSU Publishes 2025/26 Annual Report

LOCSU are pleased to confirm that our 2025/26 Annual Report is now available.

The report highlights progress against our three-year strategy: centered around three pledges to enhance, enable, and empower a unified community of LOCs to lead change and improve population health across England.

During the previous year, LOCSU has:

• enhanced LOC operations, with 79% of LOCs having adopted improved governance models and policies and (or) accessed associated training
• enabled LOC influence, with 78% having used LOCSU pathways and supporting cases in service negotiations with local commissioners
• empowered LOC strategy development, with 81% of LOCs having utilised the members’ area of the LOCSU website, our knowledge hub.

Janice Foster, CEO at LOCSU, said: “As we reflect on the past twelve months, we are struck not only by the pace of change across the NHS and wider healthcare landscape, but also by the resilience, commitment and leadership shown by LOCSU and LOCs across England.

“The environment has substantially shifted since we launched the strategy, yet the pledges continue to hold true and are even more relevant now than they were a year ago. LOCSU continues to champion the value of primary care optometry, ensuring that people can access high-quality eye care services closer to home.

“99% of LOCs had at least one live enhanced eye care service in 2025/26 and there were nine new services contracted. This is testament to the hard work of the LOC community and the support that LOCSU provides as we unite to improve the eye health of local people.

“We are incredibly proud that, during the first year of our new strategy, we achieved more with less, delivered against all of our planned objectives and continued to strengthen the support available to LOCs.

“We look forward to building on the successes of the past year and continuing to enhance, enable and empower LOCs as we move confidently into the future together.”
