Meet the Team: Usman Rasul, Regional Optometry Partner

Born and raised in Burnley, Lancashire, Usman Rasul brings fifteen years of post-registration clinical experience to LOCSU, joining Claire Talayhan, Danielle Ellis and Sid Maher in our new skilled team of Regional Optical Partners (ROPs).
Usman qualified with a BSc (Hons) in Optometry from City University London in 2007, completing his pre-registration year in the Lake District in 2009. He spent five years working as a resident optometrist at Vision Express in Skipton, before taking up locum work in 2015.
Alongside clinical practice, Usman has always been keen to contribute beyond the consulting room. Since May 2025, he has worked as Digital Facilitator for Optometry at Viaduct CIC, supporting the Greater Manchester Optometry Provider Board and working closely with LOCs and Local Eye Health Networks (LEHNs).
He said: “I’ve always been drawn to careers that combine science, problem-solving and working directly with people, and optometry offered the perfect blend of all three.
“What particularly appealed to me was the fact that a sight test can have such a significant impact on someone’s quality of life, while also often identifying wider health conditions long before any symptoms become apparent.”
“When asked who has inspired me most, it’s difficult to choose one individual. My parents have been a constant source of inspiration, as have the many mentors and colleagues I’ve worked alongside throughout my career.”
Outside of optometry, Usman enjoys the opportunity to serve his local community. Since 2015, he has worked as a Justice of the Peace in the Lancashire Justice Area, sitting in both Adult and Family Courts, and mentoring newly appointed magistrates.
Away from work, Usman enjoys spending time with his family, travelling, cycling and playing padel.
“Family plays a huge role in my life and helps to keep me grounded,” he said. “I’m married with three sons, and I have a particularly strong connection with my wider family, especially my parents, whose values and support have been instrumental throughout my life and career.”
